Ludovic Souchay, Tax Lawyer in Nantes

Fifteen years auditing taxpayers. Five years advising and defending them. One profession: taxation.

Ludovic Souchay is a tax lawyer at the Nantes Bar and founder of Qualifisc, an independent law firm exclusively dedicated to taxation.

Who Am I?

Before advising and defending businesses, executives and individuals, he spent fifteen years within the French Public Finance Directorate (DGFiP): first in tax audit departments, then at the Directorate of National and International Audits (DVNI), and finally in the central administration in Bercy.

This experience gives him first-hand knowledge of how the tax administration examines a case, prepares a proposed tax adjustment, assesses litigation risks and handles complex matters. A tax lawyer who has personally conducted audits, prepared tax adjustments and handled sensitive cases within the administration brings a different perspective to auditing, advising and defending clients.

Fifteen Years Within the Tax Administration

A former student of the French National Tax School, specialising in business taxation, Ludovic Souchay joined the tax administration in 2006.

After several years as a tax auditor in audit departments, he joined the DVNI in 2010, which is responsible for auditing France’s largest corporate groups. For six years, he worked there as a specialised tax auditor in the insurance sector, covering insurance companies, reinsurers, mutual insurers, brokers and holding companies.

In 2016, he joined the central administration at Bercy, at the Tax Files Office of the Tax Audit Department of the Tax Audit Service. He provides technical expertise there on complex or sensitive cases referred by all the audit departments, responds to requests for solutions from departments and takes part in the investigation of cases falling within the remit of the Minister and of the National Committee of experts.

This position forms the core of his expertise. It placed him at the point where the tax administration makes decisions on its most complex cases, determining what it maintains, abandons or negotiates. Very few practising tax lawyers have held such a position.

From the Tax Administration to Legal Practice

In 2021, Ludovic Souchay left the tax administration and was admitted to the Bar. He then spent several years working in business law firms, advising and representing businesses, executives and individuals in tax matters and litigation.

Drawing on this dual experience, he founded Qualifisc in 2025, an independent law firm dedicated to tax risk management.

Tax Advice

Tax Advice, Auditing and Risk Management

Qualifisc advises on business taxation, including corporate income tax, restructurings, contribution-sale transactions, acquisitions and disposals, tax consolidation, abnormal acts of management, real estate transactions and executive taxation.

The Firm Has Particular Expertise in VAT

The firm has particular expertise in VAT: the right to deduct, applicable rates, sector-specific rules, special schemes, VAT credits and refunds, and payroll tax.
In the field of international taxation, Qualifisc deals with issues relating to tax residence, tax treaties, withholding tax, exit tax, the expatriate scheme, non-residents, as well as the regularisation of accounts and income held abroad.

The Firm Also Advises on Wealth Taxation

The firm also advises on wealth taxation, business transfers, Dutreil agreements and the preparation of advance tax rulings.

Qualifisc finally carries out tax audits

Qualifisc also carries out tax audits: prior to an acquisition, disposal or restructuring, and in the form of ‘mock’ audits conducted using an auditor’s checklist to identify and quantify risks ahead of an official audit. This monitoring can be organised on an ongoing basis, as part of the Qualifisc Tax Label.

Qualifisc Also Conducts Tax Audits

Representing taxpayers during tax audits is one of the firm’s main areas of practice.

Qualifisc becomes involved as soon as the audit notice is issued and at every stage of the procedure: audit procedures, responding to the proposed adjustment, appeals through the hierarchy, liaising with departmental representatives, committees, and recovery proceedings.

When a dispute persists, the firm handles tax litigation, from preliminary claims through proceedings before the Administrative Court, Administrative Court of Appeal and Council of State. It also handles discretionary relief requests and settlements.

Ludovic Souchay’s experience within the DGFiP enables him to approach each case from two perspectives: that of the taxpayer who needs to be defended and that of the tax authority that must legally establish and uphold its assessment.

Qualifisc also provides assistance in tax criminal matters: support during home searches and seizures under Article L. 16 B of the Book of Tax Procedures, appeals against such orders, complaints of tax fraud, proceedings before the Tax Offences Commission, defence in the criminal court, and joint and several liability for payment on the part of directors.

Particular Expertise in the Insurance Sector

Ludovic Souchay retains specific expertise in insurance company taxation, acquired during six years at the DVNI, covering technical provisions, insurance premium tax and VAT applicable to intermediaries.

Qualifisc advises insurance companies, mutual insurers, brokers and other industry professionals on tax advice, audits and tax inspections.

Cases Throughout France

Qualifisc works with large companies and corporate groups, SME and mid-sized company executives, self-employed professionals, associations and individuals, either directly or alongside their accountants, notaries and lawyers.

The firm is regularly instructed by professional organisations, federations and trade unions in sector-wide tax disputes. When a tax administration position threatens an entire industry — VAT rates, exemption regimes or the classification of an activity — Qualifisc develops the collective strategy, coordinates individual cases, brings matters before the relevant appeal bodies and engages with institutional and parliamentary stakeholders.

Based in Nantes, Qualifisc operates throughout France. Tax procedures are the same nationwide. Most of the work is conducted in writing, with travel arranged whenever the case requires it.

Method

The Qualifisc Method

A tax case is rarely won through a brilliant argument alone. It is won through procedure, facts, enforceable administrative guidance and a clear understanding of what the tax authority can accept.
